Where Ireland stands

  • Public sector (B2G): public bodies must be able to receive EN 16931 e-invoices, as required by EU Directive 2014/55; Peppol is the usual channel.
  • 1 November 2028: businesses in Revenue's Large Corporates Division must issue structured B2B e-invoices and report invoice data to Revenue, and businesses must be able to receive e-invoices.
  • 1 November 2029: extends to Irish VAT-registered businesses trading within the EU.
  • 1 July 2030: EU ViDA cross-border e-invoicing and digital reporting begin.
  • Peppol will be the default network, and Revenue plans to become Ireland's Peppol Authority. Technical specifications are still being finalised; follow Revenue's eInvoicing updates.

What the validator checks

  • Peppol BIS Billing 3.0 and EN 16931 (UBL and CII): the BR-* and PEPPOL-EN16931-R* rules, mandatory fields, VAT maths, code lists
  • Each error with its code, where in the file it is, and what it means; every rule explained; up to 20 files at once
  • Also XRechnung and ZUGFeRD / Factur-X if you invoice customers in Germany or France

Irish VAT numbers and Peppol IDs

  • Irish businesses are typically registered on Peppol under their VAT number, scheme 9935 (e.g. 9935:ie1234567t).
  • Check before sending with the Peppol lookup, and with the VAT number check that the number is valid in VIES.

Questions

Do I have to send e-invoices in Ireland today?

Not for B2B yet. The first phase starts on 1 November 2028 for Revenue's large corporates; intra-EU traders follow in November 2029. Public bodies already accept e-invoices.

Is a valid result a legal guarantee?

No. The validator checks technical conformance with the official rules, not tax or legal correctness.

Do you store my invoice?

No. The file is checked in memory and discarded right away. Processed on our server in the EU.
