Peppol BIS 3.0.21: what changed

Peppol BIS Billing 3.0.21 was published on 20 May 2026 and has been mandatory since 17 August 2026. Invoices that passed before can now fail. Here is what changed, in plain language, and how to check your files.

Rules that became stricter

PEPPOL-COMMON-R052 and R053 (Danish identifiers) are now errors instead of warnings, for all profiles.
PEPPOL-EN16931-R004: the CustomizationID must be exactly the Peppol BIS 3.0 identifier, without version information.
P0100 / P0101 (allowed invoice and credit note type codes) now take the new profile 02 into account.

New checks for Dutch identifiers

Five new warnings check the format of Dutch identifiers: KVK numbers (0106, 8 digits), OIN (0190, 20 digits), Dutch VAT numbers (9944 and any VAT ID starting with NL: NL123456789B12) and KVK establishment numbers (0217, 12 digits). Peppol says these will become errors in a later release. If you invoice Dutch customers, fix their IDs now: PEPPOL-COMMON-R056-1.

Address schemes and currencies removed

14 electronic-address schemes (EAS) were removed because the list pointed to a wrong code list: 0037, 0147, 0154, 0170, 0177, 0193, 0194, 0202, 0203, 0205, 0212, 0213, 0215, 0217. This affects, for example, the Finnish 0037/0212/0213 schemes; Finnish companies use 0216 (OVT). Currencies ANG and BGN were removed and XCG added.

What Belgian senders need to check

Nothing changes for the Belgian schemes: 0208 (enterprise number) and 9925 (VAT number) remain valid. Check invoices to Dutch customers (new NL ID warnings) and make sure your CustomizationID has no version suffix. Look up a Peppol ID if you're unsure which scheme a customer uses.

New optional profile 02

A new optional profile (02) covers billing where an invoice response is a required step. It needs a separate SMP registration. If you don't use invoice responses, nothing changes for you.
